Went down and did some pressure washing. Got it a little clean, but definitely looks like it all needs alot of work!

This is after you pressure washed it?! What did it look like before?
before, it had a floor mat on it. so it was able to hold alot of moisture under there causing lots and lots of rust. also, alot of that is glue that held the mats down.
